An official document that grants rights, establishes an organization, or sets out the terms of an agreement.

"The Magna Carta is one of the earliest charters to limit the power of a monarch."

In modern use, 'charter' also means to hire a plane, boat, or bus for private use, a very different sense from its historical one.
