Not taking action, especially when action is needed or expected, or in grammar, describing a sentence structure where the subject receives the action.

"He took a passive role in the discussion, letting others make all the decisions."

In grammar, "the ball was thrown" is a passive sentence, compare with the active "she threw the ball".
