A general tendency to remain passive and avoid taking action, especially in the face of a problem that calls for a response.

"Critics accused the board of passivism, watching the crisis unfold without stepping in."

'Passivism' is a much less common word than 'pacifism' and shouldn't be confused with it: passivism is about avoiding action in general, not specifically about opposing war.
