A dishonest or unprincipled person, or, in a more affectionate sense, a mischievous person.

"The old con man was a lovable rogue who somehow always avoided real trouble."

As an adjective, "rogue" describes something operating outside normal control, as in "a rogue state" or "a rogue wave".
